“Tax Administration with a Humane Touch” recounts the journey and
views of Dato’ Seri Dr Mohd Nizom bin Sairi, CEO of the Inland Revenue
Board of Malaysia (HASiL), on tax administration in Malaysia. Starting
from 1985, Dato’ Seri Dr Mohd Nizom started his career at the Inland
Revenue Department of Malaysia without in-depth knowledge of taxation,
but with time travel, he deepened and understood the department’s vital
role in national development. Despite the negative perception from the
public towards this department, he believes that HASiL needs to play a
role in changing that perception through a “soft approach” approach with
a focus on awareness, education, and service. The document emphasizes
the importance of HASiL not just as an enforcement board, but as a
guide and educator on the importance of paying taxes. Initiatives such
as the HASiL Friends Programme and the Tax Awareness Campaign
were launched to bring HASiL closer to the community and increase
tax awareness. The CEO of HASiL is determined to change the negative
stigma and prove that the tax contribution is essential to the nation’s
development, in the hope of creating a more compliant and responsible
generation in compliance with taxation laws. This chapter also highlights
the importance of a holistic approach in promoting tax compliance, which
focuses not only on enforcement but also education and awareness.
