Former Secretary General of Ministry of Health Malaysia | Healthcare & Finance Specialist
Dato’ Seri Dr. Chen Chaw Min is a highly distinguished leader in the Malaysian public service, most notably serving as the Secretary General of the Ministry of Health Malaysia from 2015 to 2021. With a career spanning over 33 years in the civil service, he has held key positions in both the Ministry of Finance and the Ministry of Health, playing a pivotal role in national policy formulation and healthcare transformation.
He holds a PhD in Finance from Universiti Putra Malaysia, an MBA in Finance from the University of Illinois at Urbana-Champaign, USA, and a Bachelor in Surveying from University of Technology, Malaysia.
Dr. Chen began his career with the Malaysian Civil Service in 1988. He served for over two decades in various critical divisions of the Ministry of Finance, including the Budget, Investment, Finance, and Fiscal and Economy divisions. In 2014, he was appointed as the Deputy Secretary General (Finance) of the Ministry of Health before ascending to the position of Secretary General in 2015.
During his tenure at the Ministry of Health, he was instrumental in managing the national healthcare system and led the strategic response and resource allocation during the COVID-19 pandemic.
Throughout his career, Dr. Chen has served on the boards of several prominent government and private organizations. He was the Chairman of ProtectHealth Malaysia and a board member of the National Heart Institute (IJN), Clinical Research Malaysia (CRM), and the Malaysia Health Tourism Council (MHTC).
At present, he continues to contribute his expertise as the Independent Non-Executive Chairman of Optimax Berhad and holds directorships in Institut Jantung Negara Holdings Berhad (IJNH) and FOMEMA Sdn Bhd.
A respected voice in leadership and finance, Dr. Chen is an alumni and regular speaker at the Razak School of Government (RSOG). He has also been appointed as an academic advisor to the board of directors of Putra Business School. His academic contributions include publications in international and local journals, and he has presented papers at various international conferences and seminars.
