Puan Mazni Binti Nawi is a highly experienced legal and governance practitioner with more than three decades of distinguished service across Malaysia’s judicial, legislative, regulatory, integrity and public administration ecosystem. Her professional background spans strategic legal advisory, parliamentary legislative drafting, integrity governance, disciplinary management, anti-corruption initiatives, judicial administration and dispute resolution, making her one of the rare practitioners with direct operational exposure across multiple arms of government institutions.

Her areas of expertise include legislative drafting, legal advisory, governance and compliance, integrity systems, anti-corruption planning, organisational risk management, disciplinary governance, misconduct investigations, judicial integrity and complex institutional problem-solving.

With her extensive cross-functional exposure across the Attorney General’s Chambers, judiciary, ministries, disciplinary boards and integrity institutions, Puan Mazni brings a rare combination of legal precision, governance realism and institutional operational understanding. Her practical experience enables her to advise organisations not only from a compliance perspective, but also from the standpoint of implementation practicality, governance risk, institutional culture and operational accountability.

She is particularly suited to support government agencies, statutory bodies, GLCs and corporations in areas involving governance strengthening, disciplinary framework enhancement, integrity systems development, policy drafting, misconduct investigation, anti-corruption strategy, regulatory compliance and institutional reform initiatives.

She began her career in the Attorney General’s Chambers (Jabatan Peguam Negara) as a Senior Assistant Parliamentary Draftsman under the Drafting Division, where she was directly involved in legislative drafting and statutory review processes. Her exposure in this role provided her with deep technical understanding of legislative intent, statutory construction, regulatory interpretation and policy operationalisation within the Malaysian governance framework. Throughout her tenure, she participated in the drafting and translation of major legislation, including amendments to the Federal Constitution, the Solid Waste Management Act 2007, the Solid Waste Management Corporation Act 2007, amendments to the Local Government Act, as well as legislation relating to medical devices and medical device authorities.

Her expertise extends beyond legal drafting into public sector governance, institutional integrity and disciplinary administration. She served as Senior Federal Counsel under the Special Task Force on Public Service Matters (PPKHPA), where she advised on complex disciplinary and public administration matters involving officers from the Judicial and Legal Service, Public Service Commission, Education Service Commission and Public Service Department. Her advisory role covered regulatory compliance, disciplinary proceedings, governance procedures and interpretation of public service conduct regulations.

Puan Mazni also served as Legal Adviser to the Ministry of Agriculture, where she was actively involved in governance and disciplinary boards across multiple agencies including FAMA, MARDI, LPP and KADA. This exposure strengthened her operational understanding of statutory bodies, public sector governance systems and institutional accountability mechanisms.

One of the defining phases of her career was her appointment as Head of Integrity Unit at the Office of the Chief Registrar of the Federal Court of Malaysia from 2014 until 2020. In this role, she led integrity-related initiatives, disciplinary governance, investigation coordination and judicial integrity management. Her responsibilities included involvement in internal investigation committees, disciplinary secretariat functions and integrity governance mechanisms within the judiciary. This role demanded not only technical legal competence, but also high-level stakeholder management, confidentiality handling and institutional risk management capabilities.

In the judiciary sector, Puan Mazni served as a Sessions Court Judge at the Seremban Court Complex and later as Head of the Shah Alam Court Mediation Centre. These appointments significantly strengthened her practical exposure in judicial decision-making, dispute resolution, mediation management and procedural fairness. Her judicial background provides her with valuable perspectives on evidence evaluation, procedural integrity, risk assessment and organisational misconduct management.

Her governance expertise is reinforced by professional accreditation as a Certified Integrity Officer from the Malaysian Anti-Corruption Academy (MACA) and her role as a National Anti-Corruption Plan (NACP) Resource Person. She is also actively involved with the Association of Certified Integrity Officers (ACeIO) as Head of Compliance and Governance Bureau, reflecting her continued engagement in national integrity and governance development initiatives.

Academically, she holds a Bachelor of Laws (Honours) and a Master of Laws from Universiti Kebangsaan Malaysia (UKM). She also possesses a Diploma in Translation for Professionals from Dewan Bahasa dan Pustaka (DBP), further enhancing her capability in bilingual legislative interpretation and legal communication.
